Summit Hires Lisa Daniels

Pikeville, KY – Summit Engineering announced today that Lisa K. Daniels has joined the firm to further develop their growing portfolio of Kentucky, West Virginia and Virginia accounts. Daniels comes with a wealth of experience in marketing and development, having spent the last ten years with PGA Professional Fuzzy Zoeller where Lisa was instrumental in Fuzzy Zoeller Productions, Inc and in launching Fuzzy’s Ultra Premium Vodka. Summit Engineering's Philip Elswick addresses Special Subcommittee on Energy

Philip R. Elswick, P.E. was invited to speak to the Kentucky Legislature’s Special Subcommittee on Energy during its September 2011 meeting regarding coal mine permitting and the effects on operations related to EPA’s involvement in the permitting process. Mr. Elswick provided the Subcommittee with an overview of EPA policy changes related to Appalachian mining since President Obama took office. These policy changes included the June 11, 2009 Memorandum of Understanding between EPA, the U.S. Army Corps of Engineers, and the Department of the Interior that proposed modification of Nationwide Permit 21 to preclude its use in the Appalachian regions of KY, WV, VA, TN, OH, and PA and establishment of the Enhanced Coordination Process as well as EPA’s guidance related to specific conductance. Mr. Elswick provided the Subcommittee details of the effects of these policy changes on Section 402 (KPDES) permitting and examples of changes to mining operations required to allow continued coverage under the KPDES Coal General Permit. Further, Mr. Elswick provided the Subcommittee information on EPA’s new tactics in delaying and preventing issuance of Section 404 permits. Finally, Mr. Elswick presented information regarding the adverse effects on Kentucky, its coal industry, and its citizens resulting from EPA’s war against coal.

Philip Elswick, P.E., Gives Presentation at NAAMLP 2010 National Conference

(April 2011) Philip R. Elswick, P.E., manager of Summit’s Environmental Services Division, was recently invited by the National Association of Abandoned Mine Land Programs (NAAMLP) to make a presentation at the association’s 2010 annual conference in Scranton, PA. Mr. Elswick’s presentation, Stream and Wetland Mitigation in High Gradient Watersheds, provided information relative to Summit’s stream restoration and wetland creation design, construction management, and monitoring services for multiple projects in Martin County, Kentucky. These projects, which were constructed 3 to 4 years ago, are moving toward successful completion as stable, functioning in-channel aquatic habitat structures are present, water quality has improved over time, the aquatic and terrestrial biological communities are flourishing, and a diverse riparian zone is present.

Summit Assists the City of Pikeville with the Development of Marion Branch

(April 2011) Summit has been retained by the city of Pikeville to master plan and lead development of 1150 + acres of land the city recently purchased. It is anticipated the project will include 230 +/- acres middle income home sites, 40 +/- acres estate home sites, 70 +/- acres for industrial development and an 18-hole golf course. Summit is currently providing construction administration for a $5,000,000 waterline extension, which will serve the development as well as the existing homes on Island Creek.

Summit is Contracted for Corridor ‘H’ Specialty Coal Valuation by WV DOT

(April 2011) Summit Engineering, Inc. was contracted by the West Virginia Department of Transportation to conduct a specialty coal valuation report. The project area includes the Davis to Bismark segment of the Corridor ‘H’ Transportation Project in Tucker County, West Virginia. The section of road is approximately 10 miles long and includes 16 parcels of surface and mineral properties within and adjacent to the proposed Corridor ‘H’ right-of-way. The coal valuation includes calculated discounted cash flow values, by seam, of all construction, surface, auger and deep mineable reserves taken or sterilized by the proposed right-of-way. Estimates of damages that require regulatory permit modifications and affected mining operations are also included in the project.

Initial Schematic Design Set to Start at Millard School

(April 2011) Summit Engineering, Inc. was selected by the Pike County Board of Education School Board to provide design services on the new Millard School. The proposed plan involves the new construction of a $22,000,000 elementary school, which will house kindergarten through eighth grade on a reclaimed mine site. The building will consist of multiple stories, and will feature athletic fields. Site surveys and prepping for the project have been completed. Initial schematic design is set to start in May.
