London Intermodal ESA

Client: Laurel County Fiscal Court—London, Kentucky

Summit Engineering was contracted by the Laurel County Fiscal Court to prepare an Environmental Assessment for construction and operation of the London Intermodal Transportation Center to be operated by Rural Transit Enterprises Coordinated, Inc. (RTEC). The document was prepared pursuant to the National Environmental Policy Act (NEPA), the Council on Environmental Quality regulations implementing NEPA, Federal Highway Administration procedures, and Federal Transit Administration NEPA Guidelines (UMTA Circular 5620.1).

The Intermodal Facility was designed to be 192,000 square feet, and provide parking for more than 20 RTEC shuttles and space for RTEC offices, ticket counter, storage areas, waiting rooms, park and ride spaces, and parking spaces for visitors to the downtown area. The facility was designed to be the central location for pick-up and drop-off of transit passengers and to provide approximately 460 parking spaces.

The Environmental Assessment consisted of a review of alternatives to construction of the facility as well as locations for the facility. In addition to the Alternatives Analysis, a review of environmental impacts was also conducted. The Environmental Impacts portion of the Environmental Assessment analyzed the effects of the project on land acquisition and displacements, land use and zoning, farmland, air quality, noise, water quality, wetlands, flooding, navigable waterways and coastal zones, ecologically sensitive areas, endangered species, traffic, parking, pedestrians and bicyclists, energy requirements and potential for conservation, parklands, utility disruption, debris and spoil, erosion/sedimentation, air quality, safety and security, disruption of business/residences, aesthetics, community disruption, and consistency with local plans. The Environmental Assessment included consultation with several state and regulatory agencies as well as institutions in Laurel County near the proposed site of the facility.

Following a review of the Environmental Assessment by the Federal Transit Administration, the document was approved.
