Pike County Judicial Center
Client: Codell Construction—Pikeville, Kentucky
Summit was contracted by Codell Construction Company (construction manager) to conduct a Phase I and II ESA on multiple tracts of property in downtown Pikeville, KY for construction of the new Pike County Judicial Center.
Summit’s responsibilities for the Phase I and II ESA included:
- Site visit
- Interviews
- Regulatory database search
- Review of historic mapping and photographs
- Review of aerial photography
- Sampling of building materials likely to contain asbestos and lead based paint
- Sampling of any other materials likely contaminated from past activities on site
- Preparation of the Phase I and II ESA reports
The Phase I ESA report examined the location, site and vicinity characteristics, topography and drainage, geology, wetlands, descriptions of site structures and improvements, current uses of the property, current and past uses of adjoining properties, the chain of title, hazardous substances in connection with identified uses, unidentified substances, containers, staining, and stressed vegetation, USTs,ASTs, and solid waste disposal.
The site visit was conducted, and information from the records review and maps were used to locate specific areas of concern. Specific areas of concern were the location of the past City of Pikeville bus station and maintenance garage and a dry cleaning operation. Both sites were found to be likely sources of contamination
and soil/groundwater sampling (Phase II ESA – Shield Environmental Associates, Inc.) confirmed these concerns. In addition, multiple samples of building materials were taken to determine the presence/absence of asbestos and lead based paint (Phase II ESA).
Interviews were conducted with current property owners, emergency management personnel, and Kentucky Division of Waste Management personnel.
